“The Framework Act for Higher Education (HRG) describes the general principles of higher education and higher education law, with which the legislation of the federal states (state higher education laws and statutory regulations) are required to be in harmony.” (Fischer Hochschullexikon / university dictionary). The Framework Act for Higher Education (HRG) was revised in a comprehensive amendment in August 1998 with the aim of preparing the universities to meet the new challenges of globalisation, internationalisation and competition, strengthening their autonomy and providing them with additional scope for developing their own profiles.
