In publica commoda

As defined by the Association for the Promotion of Science and Humanities in Germany (2000), a performance credit system is a formal mechanism for structuring, calculating and attesting the workload in studies. Performance credit systems can fulfil a variety of functions: they can be applied as transfer systems in the sense of the ECTS system, as accumulation systems, or as combined transfer and accumulation systems. According to the structural regulations for the introduction of Bachelor’s and Master’s degree programmes [KMK (Conference of Education Ministers) resolution dated 5 March 1999], a mandatory prerequisite for the approval of any multi-level degree programmes is evidence that a performance credit system has been incorporated.
